Age verification laws drive spikes in VPN downloads

As the UK government plans to introduce a strict social media ban for under-16s, fresh data reveals that the move is triggering unprecedented spikes in VPN downloads and online tutorials on how to circumvent the rules.

A study conducted by research firm Cybernews analysed global Reddit discussions and mobile app store data between May 2025 and April 2026. The findings suggest that government-mandated digital borders are proving highly porous, as tech-savvy users rapidly adapt to bypass state regulations.

August spike: 460% surge

The data highlights a direct correlation between legislation taking effect and immediate user evasion. Following the enforcement of the UK Online Safety Act’s age verification measures on July 25, 2025, online communities exploded with workarounds.

In August 2025, user comments on Reddit threads detailing bypass techniques skyrocketed by 460% compared to the previous month. Over the entire 12-month study period, the number of dedicated bypass threads on the platform grew from a solitary post in May 2025 to 65 active threads by April 2026.

Simultaneously, UK citizens turned en masse to encryption tools. Digital storefronts saw a historic influx of traffic, resulting in more than two million VPN (Virtual Private Network) downloads in the UK during August alone. A VPN allows users to mask their physical location, effectively making them appear as though they are browsing from a country without age restrictions.

Even after the initial summer rush, UK demand remained very high, with monthly VPN downloads consistently tracking above the one million mark throughout the rest of the year.

Pattern repeated globally

The UK is not an isolated case. Cybernews identified a nearly identical pattern in Australia when the country enforced age verification mandates for adult content platforms in March 2026.

Following the Australian rollout, Reddit comment volumes regarding bypass methods jumped by 47%, while mobile VPN downloads nearly tripled month-on-month, breaching 871,000 new installations in March. Similar compliance spikes were tracked across various US states implementing localised age restrictions over the winter.

Security experts suggest that the sudden rush toward privacy tools is not solely driven by minors attempting to access restricted platforms.

“It looks like age verification laws are not stopping determined users from accessing restricted content,” says Aras Nazarovas, Senior Information Security Researcher at Cybernews. “And it’s not just kids—many privacy-conscious users simply do not want to share sensitive personal data online, as age verification often requires uploading an ID or doing a facial scan.”

Nazarovas warns that as long as verification mechanisms rely on invasive data collection while unblocking tools remain highly accessible, “these laws are unlikely to achieve their intended effect.”
