"I believe the public should be free," said Home Secretary John Reid, "to carry... mobile phones and MP3 players... without fear of becoming a target for robbers." Vodafone, O2, T Mobile, Orange, and 3 have ganged together to make that more possible by blocking stolen mobiles from their networks within 48 hours of when the victim reports the theft. While it's currently apparently not too hard to get a blocked phone reactivated illegally, this supposedly indicates that the mobile networks really mean it this time.
